It would need to be a script that tests for an Internet connection 24/7 and logs the results (or possibly just logs when there is an outage), and then some other way to read these logs and generate a report, showing various stats (what % of the time was the ISP connection offline, etc).
Finally I wrote a program that continuously tests an internet connection and writes a log of any outages. I showed Comcast the logs and they finally took me seriously and fixed it! I'm selling the program (free trial, $10 for a license) to help others resolve their problems with their ISP. My internet connection seems to drop out a lot at certain times of the day.
